Current Comprehensive Plan Recommendation:
The Comprehensive Plan Base recommendation for the Property is Residential Planned Community (RPC). More specifically, however, the Property is located within the West of Fountain Drive Sub-District Non-TOD section in the Town Center North Non-TOD area of the Reston Town Center Transit Station Area (TSA). This district is planned for medical uses, hotel, residential, civic uses, recreation uses, educational, office, and support retail uses with a significant civic presence at a lower overall density. Per the Comprehensive Plan, the Non-TOD Districts are planned to maintain their existing character, uses, and intensities. The Property is specifically identified in the Comprehensive Plan as permitted to have up to 125 residential units, with no option for more units in the same building configuration as the approved development.

The Nomination proposes to increase the residential density currently permissible on the Property from 125 residential units to 350 residential units โ essentially changing the units from for-sale to rental โ all within the same footprint of the mixed-use building approved pursuant to RZ-86-C-121. Aside from the requested increase in residential units, the non-residential uses and the maximum square footage of each such non-residential use permissible pursuant to RZ-86-C-121 would remain unchanged.
